Cambodian High-level Delegation: A highly Successful Shenzhen Study Visit

Phnom Penh, Cambodia – 21 February 2025 – A high-level Cambodian delegation, including four coastal governors of Preah Sihanouk, Koh Kong, Kampot and Kep, recently concluded a productive visit to Shenzhen, China, aimed at bolstering economic cooperation and exploring innovative investment opportunities. The delegation visited leading Chinese institutions and key economic zones to gain insights into best practices that could benefit Cambodia’s coastal provinces’ economic development. They also hosted an Investor Networking Event with forty-five top CEOs and chairmen of prominent Chinese companies, who are looking to expand to Cambodia.
During the visit, the delegation held discussions with the Qianhai Free Trade Zone Administration, focusing on policies designed to foster trade and attract foreign investment. Meetings with Qianhai Investment Holding offered valuable insight into investment and financing models, while discussions with the State-owned Assets Supervision and Administration Commission of the Shenzhen Municipal People’s Government provided valuable insights into their management and oversight functions. Additionally, the Urban Planning and Design Institute of Shenzhen (UPDIS) shared expertise in urban planning and sustainable infrastructure development.
Reflecting on the success of the visit, Chea Kok Hong, Coastal Master Plan’s Secretariat Director, remarked, “This study visit was a great success! Our delegation gained great insights into Shenzhen’s practical approach to administrative and economic oversight, and how Shenzhen, as a local governance authority, builds and strengthens platform and institutions to attract and ease the setup and operation of investment in the city.”

Approximately eighty participants of top CEOs, chairmen, and the coastal governors of Preah Sihanouk, Kampot, Kep, and Koh Kong, and Cambodia’s delegation came together with a genuine commitment to foster trust, facilitate compliance, build supportive ecosystem to minimise investment risks so that the investors can land successfully in Cambodia’s coastal provinces. Thanks to UPDIS and the MPSEZ master plan team,” Kok Hong added.
“We remain dedicated to strengthening investor confidence and ensuring seamless business operations in Cambodia’s coastal provinces.” he emphasises.
The visit marked a significant contribution toward the development of Cambodia’s coastal provinces into multi-purpose special economic zones and comprehensive economic corridor by leveraging Shenzhen’s successful development model. The Cambodian delegation expressed confidence that these insights will support Cambodia’s efforts to attract foreign investment, enhance governance, and foster sustainable economic growth.
